H2ERA is rooted in global drivers such as the climate crisis, Arctic urgency, geopolitical instability, and widening inequality. It positions Finland as a proactive contributor to the EU’s strategic autonomy through hydrogen-led solutions. With Finland at the centre, the programme draws on national strengths, including abundant biomass and bio-CO₂ resources, clean electricity, and ongoing industrial transformation across sectors such as steel, marine industries, forestry, and emerging e-fuels and transport technologies.

A key objective is to strengthen societal resilience at regional, national, and Arctic–EU levels by enhancing energy security, affordability, food and supply chain stability, and preparedness for extreme or off-grid conditions.

To support a just and lasting transition, the initiative integrates technological development—from advanced hydrogen production, storage, and derivatives to consumer-facing applications—with social engagement, trust building, and international cooperation.

The planned project will be led by Professor Marko Huttula at the University of Oulu. Other academic research partners are VTT Technical Research Centre of Finland, Aalto University and the University of Jyväskylä. The planned project duration is from 1 January 2027 to 31 December 2034.
